This is good to see and I have seen it expressed by other analysts as well recently (finally).

CNBC just reported a little more info on CSFB's comments. They said that "chip companies' sales will have to return to 1999-2000 levels plus 30% before capacity additions begin again."

I am not sure this is exactly correct, but the essence is. With fabs operating at 20-40% capacity, no one is going to be ordering anything new. They need to get up to at least 75% with the expectation that growth will continue on a large scale. This is some time off, especially since the internet bubble produced a level of chip consumption not likely to be reproduced for some time.
