I see it as slightly different. Intel took their eye off the ball in the K6 days when it looked as if they were going to sweep everything before them. They made plans to take all of the processor market from the top to the bottom, and started to lay the groundwork for moving into other areas. It took them some time to realize that things weren't tracking with their plans, and they have been in reactive mode ever since. Intel clings to those strategies because they don't have any fallback positions, and it takes time to develop them. So they are stuck, at least for right now.
