Terrorism is simply the device by which the weak strike at the home territory of a stronger enemy. Targeting civilians is revolting, but it has been part of warfare since warfare has existed, and every nation that has ever waged war has done it, to the extent that it has been expedient.

Once one decides that one is right beyond question and that ones end justifies any means, all things are possible. The capacity for atrocity lies in the absence of doubt; it is the province of the absolutist. When true believers vanish from the earth, we may finally see an end to atrocities against civilians. Unfortunately, that is not likely to happen any time soon.
