Mike I don't think you have the history right. From our perspective the Japanese and Germans were much less of a threat, but that's because we know how things worked out. No one knew in 1942 that Heisenberg had given up on developing the atom bomb. And our military successes against both the Japanese and Germans were largely dependant on an intelligence advantage which could have disappeared at any moment.

I do agree that we don't need to give full constitutional guarantees to foreign terrorists operating overseas, although the situation is a little murkier when it comes to foreigners here, especially those who have legal resident status. Even in times like these, we must be cautious about how far we allow our civil liberties to be compromised. Without diligence on the part of its citizens, the U.S. could see infringements on civil liberties which make the McCarthy era look mild by comparison. The same excuses were used then, and the threat at that time was, IMO, at least as great as it is now.
