That being the case, why did they introduce it, knowing that there is no way it can deliver what they are promising (i.e. P4s at 3GHz, mobile P4s, fast, low powered blade servers)? Was it just because they were feeling pressure from AMD and rushed to market with all they had?

Have you considered the possibility that Intel's process will improve significantly when that 193nm equipment is finally delivered? Right now, they are using hard phase shift masks to achieve .13µm design rules, but this does have an impact on the process.
