Belgium is currently holding the rotating EU presidency, hence, the persistent sourness between Israel and the EU's figurehead forwards a wider, unspoken strategy: in Israel as well as in Europe, most policymakers are anxiously scrambling to keep Israel and Europe apart... They are deeply worried by the current rapprochement between the US and the Arab world --especially in the wake of the US administration's push for a Palestinian state. A side effect of which being that, one day, the Arabs might wonder in which capacity, if any, Europe is useful to them?
This larger picture helps you correctly interpret the histrionics of some Israeli politicos: Sh. Peres openly lamented about the "poorly prepared" meeting with Arafat in Brugge (Belgium); the EU threatened Israel to outlaw "made in Israel" products that are actually farmed out in Palestine --the real victims would be the 20,000 Palestinians who work for Israeli exporters: Jerusalem mayor and Sharon's close friend Omer calling the Belgian government a "bunch of bastards"; etc., etc. All that (un-)diplomatic posturing boils down to the same purpose: to stalemate a geopolitical switch in the Middle East and to preserve the status quo, that is, Israel/US vs Arabs/EU.
