This is a design issue, not a process issue. Obviously there is a fair amount of activity in this device even in sleep and stop grant mode, probably a combination of CV2F power in non-gated circuits and possibly DC current in voltage reference circuits, active signal termination, PLL bias circuits and even minor manufacturing defects. Leakage in a 0.18 um MPU is probably on the order of a 100 mA or less and I would expect that to go up to several hundred mA or so in 0.13 um.
