Economies of scale on vaporware?

Or do they perceive they and Europe will never really need UTMS after all and will milk subscribers with capacity consuming tweaks via GSM migration until 4G?

What blows me away is that all the infrastructure biz and its resultant royalties and profits go across the sea to European vendors.

ATT and Cingular sure are patriotic.----NOT

So what are the reasons, beside good old American buy-offs and kickbacks?
