Thanx for that link. I like the Economist tho take it in context. It seems to me it was not an intelligence failure, more likely they wanted journalists to see all this and spread the word. The fact that some was written in English means that it was meant for us anyway. A helium bomb seems odd to me though--as we've discussed, spores could disperse w/ the wind and do degrade in the sun...
