Does it have to, as most Israelis strongly favor such a state if it would be a peaceful neighbor, and not just a better-armed belligerent.

There is no similar sentiment for any sort of peace among the Palestinians. What the "street" wants is a territorial concession by Israel, followed by Stage Two of a "reconquest" plan.
