Speaking as a linguist, I can say that the word "scourge" is first of all, a noun and not a verb, and second, it is used today only in the sense of "causing affliction"; in this sense, it has been correctly used by Saudi leaders referring to the "scourge of terrorism". I have never seen it used in connection with whipping or beating.

P.S. One final linguistic note: I hope "the icon labeled The Holly Quran" isn't labeled with those words: holly is a tree, and one irrevocably associated with Christmas. Please, all you Arabic speakers, accept that
spelling IS important in English and the word is 'Holy'!
