Corporations that never pay dividends will see their stock prices fall, and fail to attract capital for newly issued stock. Wealthy individuals who never cash in stocks will not likely remain wealthy. If nothing else, they periodically rebalance their portfolios or reallocate to bonds and other instruments. Besides, the federal budget would not go to zero, corporate taxes are a relatively small percentage of revenues. My proposal gets rid of loopholes too, by eliminating the incentive. I would support a flat tax, as well......
