Even were he to engage in stealth, the targeting of military outposts would be an improvement. But more than that, desultory attacks stretched out over years, with random targets of opportunity, are fairly purposeless.

Bin Laden ought to be waging a guerilla war against Saudi Arabia or some other state, in order to establish a vanguard for promoting Islamic revolution in other states. If Afghanistan under the Taliban were considered the vanguard state, than he should be establishing parties, espionage cells, and insurgencies in other states in the region, in order to pick off states one by one. If the United States were ever attacked, it should be on the front line, to try to drive out troops, ships, and logistical support in the area.
