That's exactly what should have happened. A real benefit to recognizing the obvious (9/11 was an act of war) is to cut off the endless useless litigation which would otherwise sidetrack the recovery effort. The citizens of the U.S. in the wake of 9/11 immediately made hundreds of millions of dollars in charitable donations to help those most directly effected by the attack. We don't need an army of attorneys to figure out who to blame. Lawsuits won't bring back those lost but they will undoubtedly cause further harm to others.
