But to claim that US foreign policy has been some kind of facade for US "meddling", or expansionism, in the world, as implied by Lee, doesn't bear closer scrutiny.

I never saw an argument for expansionism in Lee's statement. What I thought he was saying is that foreign policy primes the business pump repeatedly, and when the pump starts drying up, we have to create bogeymen enemies to maintain the flow.

Whether it is deliberate meddling or not is relatively unimportant; our military machine serves a capitalist purpose. Comsider Arpanet-to-pets.com ...
