Kapkan, Re: "The authors were concentrating on frequency scaling IIRC, but did not look closely at power and leakage issues with bulk SI. The paper was written just over a year ago. Something happen between then and now for Intel to start looking at SOI again."

I think what happened between then and now was the discovery of more advanced techniques to make SOI more of a worth-while project. If you actually think about it, the research they are showing off now isn't the result of a short term discovery - Intel must have been working on this for a long time, even back when they were saying that IBM's SOI process would have limitations at smaller geometries. Back when IBM was showing it off, I can believe that Intel felt differently, but now I think the more likely scenario is that Intel's research is bringing SOI into mainstream, while AMD's is relying on an implementation that will become obsolete in future generations. I don't think SOI is a technology that has much use now, though in the future, it will require a combinations of more advanced techniques to allow for newer generations of manufacturing.
