That would be a serious disadvantage for AMD.

I will agree that SOI could probably offer Intel more leverage in their .13u process, but I don't think the gains would outweigh the costs. No doubt about it, SOI is an expensive process, and AMD shouldn't be expecting perfect yields right off the bat. Other than a small increase in performance, I don't see SOI offering AMD that big of a benefit. On the other hand, since they will probably have little benefit from transitioning to a .13u process, they will probably need what little SOI offers at this point just to remain competitive. Intel still has a lot of headroom in their .13u process, so they may not need SOI at this point.
