draws around 10A in static case, out of 20A total when
switching at 1.13GHz?

Intel does not have a leakage problem while spending extra
millions of R&D $$$ for development of new transistors that
addresses explicitly the leakage problem?

Yet you and Paul say "Intel does not have a leakage problem".
Now that is a bold statement, do not you think?
