Our Constitution says that "All persons are created equal" Yes, and when it was written the "All" applied only to white land owning men. We fought a civil war and have increase the meaning of all to include all US Citizens, male and female. The people of the United States do not apply the US Constitution to persons living outside of the United States. How we treat foreign nationals is a grey area and was address by the US Congress last month when it passed the Patriot Act, granting the executive branch broad powers to fight terrorism that was imported into this country by 19 men of Middle Eastern nationality.
