We do all the time. Japan's constitution was approved by Mc Arthur. There are several million American citizens living outside the US that are protected or punished by American laws. Many of the South American constitutions are a reflection of ours.

Taking your viewpoint Bin Laden should not be tried under American laws because he is outside the US???? I don't think so.

Our Justice department has several times tried persons in abstensia, evn though they had never set foot in the US.

What the constitution was 200 years ago and what it is today is not that different. All men are created equal...it does not say born equal...

Not at all...we are to treat all persons under the law equally. ( The jim crow laws were a grey area that the courts corrected)
