At the time, I took into account the $B 56 in tax refunds, and another $60/$80 in stimulus, but the house proposal is not a stimulative package. The shortcomings might very well be covered by lower crude costs. The bulk of next year bull market is"ignited" by the package, but later, is expected to take on a life of its own, until we get to one of a number of scenarios, bulging balance of payments deficit, weakening dollar and a strapped consumer. That may take a solid 3 to 6 quarters.
