First, Motorola would be out of the European market, and the European market would probably start to think about buying European products. That would help a great deal.

Of course, unfair treatment of US companies would make the US government react. My point is, that it would in no way be unfair to treat Microsoft just as any other European company, and only treat them for their actions in Europe. This is not about lawmakers setting tariffs, this is about a justice system that treats everybody the same. The big difference between the US and Europe is that we are building up this European justice system, whereas you have had yours for years.

Monti doesn't do anything because it's American. In fact, he doesn't care much about the origin of a company. He spends almost all his time on European companies, not on foreign companies. But Microsoft has to apply to the same rules as everybody else. For instance, Exchange Server doesn't encrypt in France. Why? Because it's illegal to encrypt in France.

USA needed the resources. You were out of AWACs.
