Elmer, probably yes due to the x86 licensing agreements. Their goal is to impede AMD's development process. The trick is to let AMD develop x86-64 ( so that they waste $$$$ and time ) and THEN intro their own 64-bit extensions and force AMD to waste another 6-12 months trying to emulate them. Same thing happened with 3DNow and SSE and is now happening with SSE2. I bet the hammer could have arrived a lot earlier if AMD did not have to include SSE2 ( and make sure that it beats the P4 in SSE2 ).
