As you cite the Sudan as a worthier candidate than Iraq, but it is a Muslim country, I am not sure why the "Muslimness" of Iraq bears on the calculation. Do you suggest we go after the Basques next? The terror cells that have attacked American interests are mostly in the Middle East.
In the case of Iraq, it is reasonable to insist upon inspections, and to draw an inference if they are not allowed. Iraq has made the most concerted effort of any state in the region to develop various weapons of mass destruction. It also has been known as a sponsor of terrorists. No one is deluded on that score.
Of course, an attack on Iraq may strain international cooperation, but there is a question of some importance, namely, can we afford to miss this opportunity to finish Saddam Hussein off? If we do not, I guarantee, the Israelis will take matters into their own hands, as they did with the nuclear reactor in Baghdad 20 years ago, and that may be even more de- stabilizing.
