MSFT + CSCO would argue that IP (and its new and improved MPLS or GMPLS at layer 1) will do just that. They would further argue that controlling the hearts and minds of the enterprise and end users give them the advantage, and that the core and even metro stuff is trivial (AVCI might differ on this). I think the Teleco's move into 1GbE and 10GbE as well as wavelength services is a concession to the superiority of the IP model (hey I want a debate tomorrow as I have to leave soon). But MR Softy is no longer sleeping and is rolling out many initiatives that must have been simmering behind the scene during the last few years.

Windows CE makes more sense than XP from many vantage points.
