Saddam was our closest Middle Eastern Ally when we were benefitting in his uncooperative attitude in oil negotiations with other Arab nations.

I've hear either the more general "Saddam was our ally" or a specific comment like yours many times. I don't Saddam was ever a close US ally. We had some shared interest when he was seen as a buffer against Iran, but we there was never any great sustained level or trust, positive feelings, or cooperation between Iraq under Saddam and the US. It is true that government officials made statements demonizing him after the invasion of Kuwait that were not made before the invasion by too many people, but partly this was a matter or recognizing him for what he had been all along, and even to the extent it was self serving it was more a reaction to the invasion then any difficulty in negotiations over oil.
