China certainly had its problems with drug abuse in the 19th century. The country was being drained of all it's resources to pay for it, including all their silver and gold. Tried to stamp drug abuse out to but the drug pushers (The British Empire) were too strong militarily, and the drug funds helped ensure it got even stronger.

This may be a warning to the U.S, but only to stay strong militarily, and fight the drug war by all means possible. i.e. not with one arm tied behind it's back.
