There have always been criminals. That's why we have police and prisons [to make them think twice or three times before stealing].

Actually, I don't accept the implication that people who are paid less have more criminal tendency than people who are paid more or have a big pile of wealth.

Just as happiness is not a function of wealth, neither is criminality a function of poverty. While there is a correlation, there is not causation. It's a common mistake to think that because crime predominates in poor areas, the cause of the crime is poverty. That is not the case.

Poor people are perfectly capable of being moral and understanding ethics, property and voluntary interaction. It depends on the individual concerned whether they are criminals. It's a bit like people with high melanin content comprise the largest per capita proportion of prison inmates, but that correlation doesn't show causation. Also, ASTM 4 or more people are highly correlated with being poor, but again, that low income is not because of their melanin content.

People low on the Bell Curve don't get this idea very well.

It's an insult to garbage collectors, ASTM 4 or more people and poor people to suggest that they are prone to criminality. They are not. The correlation of skin colour and income with crime does not show they cause crime.
