it was a windowed enveloped, not suspicious...
Not only that, but according to the latest report I saw, it was one of those envelopes with two windows, one for the address and one for the return address, and both windows were open, there was no cellophane. Apparently, the anthrax -- if there was any -- was placed inside the envelope, in some folded paper.

All I can think of is (1) there was no anthrax, it was a fase positive, (2) it was a low grade anthrax stuck inside the envelope locally, (3) he placed anthrax in the envelope himself, for whatever reason.

There is a fourth possibility, but you have to be paranoid to accept it <g>
