Not that I'll ever be able to find it, but I read an interview with Chou en Lai years ago where he clearly took claim for that hustle. Said in effect that the Chinese have very long memories, a hundred years was nothing in terms of repaying a grudge, and so had made sure that there was always a plentiful supply for your troops.
