In context, Intel was explaining that it was IBM's SOI process that would have a small return for their investment. I suggest you reread those quotes.

This is an article from EETimes discussing IBM and Intel's position, however it is edited by the author and may not fully express Intel's position at the time. One point I noted is the expense and time involved with implanting wafers for IBM's SOI process. After viewing Intel's slides it looks to me as though the insulating layer becomes a process step rather than a wafer prep step. This addresses some of the concerns. Many of the other concerns are addressed as well and Intel was clearly criticizing a bulk SOI process.
