If it was someone who worked w/ bio weapons and wanted our country to protect ourselves by increasing $, that's still a little odd--if they didn't want to kill anyone why send a letter with powder to American Media? And why target only democrats on capitol hill? But if that WERE the case, and that person somehow didn't understand that the anthrax would contaminate postal machines and kill postal workers (in such case, not a very intelligent bioweapons expert), they must be feeling pretty chagrined.

If its someone who has a grudge, it makes more sense.
