George, I don't understand all the addresses. I do know that a lot of US based financial firms have their own offshore affiliates so that they can do transactions that US persons/companies aren't permitted to do.

And I know that a lot of 'offshore' companies that stand on their own are really in the US, but just maintain an office (PO Box?) in the Caribbean to meet the letter of the law. They just can't do business with US investors.
