You're listening too much to the nonsense coming from KapKan. Most of the CPU runs at the advertised frequency. From the quote you posted:

3GHz fast clock since this makes these parts much easier

The "3GHz fast clock" is obviously talking about the 2x ALU, so such a chip would be advertised at 1.5 GHz. This statement clearly shows that most of the chip actually runs at the main clock.
