Bush is agreeing to soften sanctions just days after threatening Iraq over inspections with the comment about what that means to Hussein: "He'll find out."

Does this mean he's found out? That Russia has agreed? Or that he may have a 6 month grace period?

I'm a bit unclear about whether this puts any prssure on Hussein at all.
