This is a misstatement of fact. The shortfall of energy last winter and spring occured in the Bay Area, and not, as Ms. Smith implies, in SoCal. Path 15 basically serves PG&E's grid, sending Diablo Canyon power to the Bay Area. There was about a 36 hour outage as Diablo Canyon suffered a shutdown due to excessive swells and consequent fouling of cooling water intakes in a Pacific storm, but other than that, the bulk of the problem last winter was that abundant power from SoCal couldn't be transmitted to the Bay Area.
