The victory was that the terrorists did not complete their real goal, to bring terror. Contrast that to the chicken-little leadership now that has the country fearing the shopping malls and willing to sell the constitution for a vague reassurance. Fundamentalist extremists cannot be stopped by another group of fundamentalist extremists, only the battlefields will change.
