There would be no guarantee but I think any new leader's self interest would argue against it. There's no guarantee that you won't commit a terrorist attack. Simple guarantee. US is not financing me nor is she training, supporting or sponsoring me! 1 - The US did not sponsor Osama or Al-Qaeda, or even the Taliban, unless you count US humanitarian aid as a sponsership of the current government in the country were the aid is distributed. 2 - A lack of support from the US government is hardly a guarantee that someone will not become a terrorist.
