I do believe I heard the President declare war on the buggers.....I don't need a formal declaration from Congress to recognize a fact... As for allegedly "bogus" reasons that is your opinion. There is no doubt that the terrorists followed the original WTC bombing trial closely and that information developed at that trial helped them to improve their tactics and operational security....
