more cu supply cuts than user demand i think

maybe it will turn out to be both the supply cuts and new user demand in copper.

biz.yahoo.com

also from the ene website (of all places), "Japan, China and Europe are the major consumers of copper. US and European demand each account for one-fifth of global refined production, while Asia accounts for more than one-third. Asian demand, particularly in China, is expected to increase due to a growing number metal-intensive infrastructure projects." china will continue growing like a weed and will consume lots more copper.
