I am not sure if you are using "handled" in a literal sense.

Intel uses Teradyne (TER) testers and handlers from Delta Design, a division of Cohu (COHU). There is no shortages, bottleneck or other issues with the handlers. The problem would have to be inability of the older Teradyne tester to handle the I/O and the new package form factor in the through put Intel had counted on. The good news for Intel is that Teradyne has lots of idle capacity to quickly respond to any equipment demand from Intel.
