That PM you quoted is untrue. It seems to say that diacritical marks are the dots which go above or below the Arabic letters.

Untrue. Diacritical marks add vowel sounds to the consonants. They do not alter the consonant from one to another.

The entire PM fails to even touch upon the oral traditions of the Arabs and the followers of the Prophet Muhammed (pbuh). Since many people had memorized the Quranic verses and could recite them fluently, it was relatively simple to add the diacriticals by verifying pronunciation between many different and geographically distant followers of Islam.
