My reading of Shikaki, from the Haaretz article on him, was that he said that power was currently divided between the three camps: the old guard, the young guard, and the Islamicists. Certainly Hamas has been steadily gaining influence; it's not corrupt and administers all the social services in Gaza. (I don't know about the West Bank).
