Ah, Climber, there's the old 'we can't stop murder or graffiti because it stifles intiative' argument.

I don't buy it.

What we could do is adopt modern law which says you can do anything you like which doesn't harm other people or their property [or excessively increase the risks of such to them].

Graffiti does damage other people's property. Very simple. So does murder. Very simple.

I'm not too worried about stifling those people's initiative. Why on earth would you want to adopt repressive Sharia law anyway, which attacks people who are doing what they want even though they aren't harming other people.

Maybe beheadings for graffiti would be a good idea too, but I expect wayward youth could be kept in line with a mere flogging.
