If you mean, "Can such a movement exist, and be directed, without leadership?", the answer is no.

I'm not sure where you're going with this. If you are stating that such leadership cannot come from within the religion itself, then I would say the evidence is to the contrary: many religions have risen, whose leadership arose internally, rather than from any ruling elite.

Outside of the narrow confines of religious movements, history is replete with examples of movements whose origin and leadership owed nothing to ruling elites (whether religious, governmental, or otherwise) but was in fact opposed to them.
