The news that AMD has had parts running 3.3 times as fast as Intel's "terahertz" transistors in their development facilities pretty much confirms that Intel missed the boat on SOI.

Before you go making sweeping statements, please do a little research beforehand. From Marcyk's longer presentation a few days ago:

December 2000: 30nm transistor, 1.2THz at 0.85V
June 2001: 20nm transistor, 1.45THz at 0.75V
November 2001: 15nm transistor on depleted SOI, 2.63THz at 0.8V.

So, yes, the AMD one is a little faster... but not 3.3X. I'm really anxious to see the leakage profile for the AMD design to better understand what they've actually got...
