Yes. A renunciation of terrorism and violence is the necessary first step. As I stated some time ago at root this is all about acceptable grievance procedures. What changed on 9/11 is that the world will no longer tolerate terrorism as a political tool. The quicker groups and states that advocate, sponsor, and conduct terror accept this new reality the quicker humanity will be able to deal with the underlying problems. Terrorist methods are now the barrier to further progress.
