It is true that Guiliani got villified initially when he stated that we need to try and understand the terrorists. I actually agree with him (and others). This is a classic case where there is a systemic problem that needs to be dealt with at the cause.

With the information that we have so far, I would say that my "zit" analogy (sorry to the more delicate in the audience) is appropriate. This guy is not a systemic problem that needs to be understood, I think we just need to deal with the situation.

Some of my assumptions are:
-He knew about the 9/11 attack
-He had ample opportunity between 9/11 and the day the U.S. attacked Afghanistan in which to head for the borders.
-He did know that there were hostilities between the US and the Taleban once they started.

One of the tests that I do is "what would it take for me to take up arms against the U.S.? If a taleban soldier held a gun to your head and told you to shoot the first American that you saw, would you pull the trigger?
