I have yet to see a logical argument for why "birth" is appropriate.
Birth is an appropriate legal time in which to provide civil rights. It is a most definite moment as opposed to other measures such as viability or actual self-awareness. It is nicely positioned between those events and almost imposible to dispute or fake beyond a few moments. I didn't drop self awareness, I just made it practical.
