Well, after quite a few boots and network tweaks, I seem to be up an running. The odd behavior of Netscape always returning to the AT&T page has disappeared. I just talked with a neighbor, and he's now stuck on that same page.

For awhile, I was getting error messages about DHCP failing even though I was able to connect to the internet. I'm not quite sure what I've done to clear things up, but seem to be ok.

If anyone figures out what locks Netscape onto the AT&T Welcome page, let me know.
